I think that in terms of numbers, that is "amount of inhabitants"; India has the numbers for the potential, but as long as the immense majority of those inhabitants still in conditions of extreme poverty and ignorance, and living in the world of the appalling social differences, "the castes" still valid, I think that those numbers will still meaningless.
It will take a very long time to India to surpass those circumstances.
